To get started, go to Appearance → Themes, click the Live Preview links or the Customize button for your current theme, and select the Colors & Backgrounds panel. Custom Colors is part of the Custom Design upgrade. When you save changes, your colors will be stored and then you can apply them live on your blog once you have purchased the upgrade.
